ACT! for America Local Chapter Start-up Packet
Thank you for your willingness to volunteer as the leader of a Local Chapter of ACT! for America. Together, we will rise in defense of America against the threats of Islamofascism.
Your time is valuable to you and to us. That‟s why this packet was designed -- to help you achieve maximum effectiveness in your efforts so as to make the best use of your time.
Here is an overview of the specific steps you need to take to start your chapter: These steps are fully articulated in our "Tips for Building Your Local Chapter" starting on page 20.
Use this page as your checklist / overview for seeing the big picture in this process!
1) Please review the entire contents of this startup packet carefully before you do anything else. If you have questions beyond those covered in the Question and Answer portion of this startup packet, be sure to get your answers from Mr. Kelly Cook, our National Field Director, at: kcook@actforamerica.org
2) Carefully fill out the Chapter Leader Affiliation Agreement (pages 7 through 11) and fax or mail it to the addresses provided on page 6.
3) Get an introduction to your mentor who has already been leading a chapter so that you can access fast, reliable information as issues and questions arise. Kelly Cook will assign this mentor to you. kcook@actforamerica.org
4) Write your introductory letter (see sample on pg. 38) and send it out to your email contact list and any other family and friends. To understand the importance of this letter, refer to page 20.
5) Send a similar letter to the circles of influence for each of your core group you attract from your first letter. Try to attract a core group of volunteers along with an email list of dozens or hundreds of people who want to receive good information. Make sure everyone signs up on the ACT! for America website: www.actforamerica.org Everyone needs to be receiving our regular email updates.
6) Plan your initial chapter organizational meeting (pg 22).

8) Keep meeting, organizing, prioritizing projects, performing meaningful projects and pumping out quality information! Remember, this threat will not be resolved in the next 18 months. This is a long term effort that requires your resolve, hard work, team work and yes, humor. Have fun! Enjoy getting to know everyone in your chapter.
If you do this, you will still be making a difference in 5 and 10 years down the road. A job well done in this arena of defending our precious way of life will grant a legacy to your family and your nation that few leaders can truly relate to! My fellow Patriotic American,
Following 911, when I envisioned a national grassroots organization comprised of patriotic Americans who love liberty, love America, and care about the quality of life of their families and their communities, I pictured you
. That you are willing to give of your time and talent to advance the mission of ACT! for America inspires me and makes me so grateful for this great country that I came to call home some 20 years ago.
With your help and leadership we will build the largest grass roots organization this country has ever seen. A citizen action network that government officials, elected representatives, the media, and academia will not be able to dismiss, discount or ignore
. In a unified voice we are going to insist that America be protected from the rising tide of Islamofascism and jihad, whether that jihad comes in the form of terrorist attacks; the abuse of our legal process; the abuse of our freedoms and our borders; exhortations to overthrow our constitutional form of government and replace it with sharia law; or bullying and intimidation in the public square. In a unified voice we are going to drown out the foolish voices of political correctness, which by excusing the behavior of Islamic militants or blaming America for what they do put our country at further risk with every passing day.
We have a lot of work to do, but I‟m confident that, working together, we can meet and overcome the challenges that face us. The Relationship Between ACT! for America
and the Local Chapter
ACT! for America is a non-profit issues advocacy organization. Its Mission is to effectively organize and mobilize the most powerful grass roots citizen action network in America, committed to informed and coordinated civic action that will lead to public policies that promote America‟s national security and the defense of American democratic values against the assault of radical Islam.
As an issues advocacy organization, ACT! for America can engage in a wide range of education and advocacy activities. These include influencing legislation and public policy (often called "lobbying"), publishing information on the voting records of elected officials, educating and informing others, and monitoring media coverage of issues.
What a non-profit issues advocacy organization cannot do is engage in partisan political activities, such as advocating the defeat or election of a candidate, endorsing candidates, or making contributions to candidates.
The Local Chapter is an independent chapter that is provided a non-exclusive license by ACT! for America to use the ACT! for America name, logo and specified trademarks. This is a legal relationship codified by an Affiliation Agreement executed between the Local Chapter and ACT! for America.
In the past, there have been national grassroots organizations that set up local chapters and required them to incorporate and apply for 501(c)(4) federal non-profit tax status. This was necessitated by the financial relationship established between the national organization and the local chapters. The local chapters were not only allowed to engage in fundraising and expenditure of funds, they were encouraged to do so. However, to ensure that such fundraising and expenditures were in compliance with federal and state law, each chapter that chose to engage in raising and spending money was required to file incorporation papers with its state, file for recognition as a 501(c)(4) organization with the IRS, and file and comply with state solicitation laws.
This proved to be, as you can imagine, an onerous task for these local chapters, both in terms of time and the costs that were incurred to obtain compliance.
It is for this reason that ACT! for America has chosen a different course. When you review the Chapter Affiliation Agreement and the Policies and Procedures manual, you will note that they list various activities that ACT! for America either suggests or asks the Chapter to engage in.
The affiliation agreement also prohibits two actions: setting up bank accounts in the name of ACT! for America, and engaging in partisan political activity, such as endorsing candidates, in the name of ACT! for America. There is nothing that prevents members of a Local Chapter, as individuals, from expending personal funds on a voluntary basis, as volunteers often do when supporting the activities of a non-profit organization like ©2010 6
ACT! for America. There is also nothing that prevents members of a Local Chapter, as individuals, from engaging in partisan political activity, which ACT! for America encourages and is their right as citizens.
What the Affiliation Agreement does is to license the Local Chapter to use the ACT! for America name, logo and specified trademarks, without burdening the Local Chapter with the numerous legal and regulatory requirements that would be necessary were the Local Chapter raising and spending funds in the name of ACT! for America. This has been determined to be the best way to empower you to do what you want to do, which is to advance the mission of ACT! for America, without having to be bogged down by legal and regulatory compliance.

ACT! for America Local Chapter Affiliation Agreement
This Agreement, made this ______________ day of ___________, between ACT! for America, Inc., a Virginia non-stock corporation, hereinafter referred to as "ACT! for America", and the ACT! for America local chapter located in ____________________________ (CITY), ____________________ (STATE), ____________________ (COUNTY), ____________ (ZIP CODE) hereinafter referred to as the "Local Chapter." (ACT! for America and the Local Chapter are each individually a "Party" and collectively, "Parties.")
In consideration of the mutual benefits and obligations set forth in this Agreement, the Parties agree as follows:
1. In accordance with the provisions of this Agreement, ACT! for America hereby licenses to the Local Chapter a non-exclusive license to use the name "ACT! for America" and the "ACT! for America" logo and website banner (exhibits attached), during the term of this Agreement, solely in connection with the Local Chapter‟s activities undertaken in accordance with this Agreement and rules and procedures that may be prescribed from time to time by ACT! for America in policy and procedure manuals provided by ACT! for America, to accomplish the mission and purposes of ACT! for America and prescribed herein. In order to protect the goodwill of ACT! for America, ACT! for America retains the right to review and approve in writing all uses of its name (i) fourteen days or more in advance for written material such as flyers (ii) and seven days or more in advance for electronic communications, and to unilaterally revoke any previous approval of the use of its name.

2. The Local Chapter acknowledges that ACT! for America is the lawful owner of the Name "ACT! for America" and all associated trademarks, copyrights, service marks and similar rights under common and federal law.
3. The Local Chapter agrees to abide by the policies and procedures outlined in the ACT! for America Local Chapter Policies and Procedures manual, as amended from time to time.
4. The Local Chapter agrees that as a condition of this Agreement it shall not engage in the following activities:
Establish bank accounts in the name of ACT! for America.
Officially endorse, in the name of ACT! for America, any candidate for public office, nor assist any candidate‟s campaign for public office, nor advocate the election or defeat of any candidate for public office.
Any activity that causes damage (determination to be made by ACT! for America) to the reputation of ACT! for America.
5. The Local Chapter agrees to indemnify and hold harmless ACT! for America and its directors, officers, employees, agents and other local chapters for any and all claims, losses, damages, liabilities, judgments, or settlements, including reasonable attorney‟s fees, costs, and other expenses incurred by such Parties in (i) enforcing the terms of this Agreement, or (ii) result of the Local Chapter‟s breach of this Agreement.
6. This Agreement shall be effective as of that date first specified above, and shall continue in effect until terminated by either party upon 30 days‟ written notice. ACT! for America reserves the right to immediately terminate this Agreement upon a material breach, as determined by ACT! for America, of the Agreement by the Local Chapter.

7. ACT! for America retains the right to seek equitable relief in any court having jurisdiction in the event the Local Chapter does, continues, or threatens to continue in conduct in violation of this Agreement.
8. This Agreement shall be governed by and construed in accordance with the internal laws of the Commonwealth of Virginia, excluding its choice of law provisions.
9. Nothing expressed or referred to in this Agreement will be construed to give any party other than the parties to this Agreement any legal or equitable right, remedy, or claim under or with respect to this Agreement or any provision of this Agreement. This Agreement and all of its provisions and conditions are for the sole and exclusive benefit of the parties to this Agreement and their successors and assigns.
10. All notices required or permitted to be given to ACT! for America under this Agreement must be given to the President or Chairman of the Board of Directors in writing, and will be deemed given when personally delivered or, if earlier, when received after mailing by registered or certified U.S. mail, postage prepaid, with return receipt requested. Notice to any Local Chapter is valid if sent to him or her at the Local Chapter‟s address as it appears in ACT! for America‟s books and records.
11. The provisions of this Agreement shall be deemed severable and the invalidity or unenforceability of any provision shall not affect the validity or enforceability of the other provisions hereof. If any provision or clause of this Agreement, or portion thereof, shall be held by any court or other tribunal of competent jurisdiction to be illegal, void, or unenforceable in such jurisdiction, the remainder of such provision shall not be thereby affected and shall be given full effect, without regard to the invalid portion.

12. All Schedules and/or Exhibits referred in this Agreement and attached hereto are incorporated in this Agreement by reference.
13. Wherever the context requires, the singular includes the plural, and the masculine includes the feminine and neuter.
14. Headings are used in this Agreement for convenience only and will not be used to interpret this Agreement or any part of it.
15. The Parties acknowledge and agree that each have had the unrestricted opportunity to consult with independent legal counsel of his/her own choosing who would participate in the drafting and negotiation of this Agreement, that any decision not to be so represented was voluntarily and independently made by that Party, and that the provisions of this Agreement will not be construed in favor of either Party.
16. Waiver. Any term or provision of this Agreement may be waived at any time by the Party entitled to the benefit thereof by a written instrument. The failure by any Party to enforce any term or provision of this Agreement shall not affect the validity or enforceability of that term or provision.
17. The terms and provisions of this Agreement are binding on and enforceable by and against the Parties, their successors, legal representatives, and assigns. There is no other agreement between the Parties that deals with the subject matter of this Agreement. This Agreement shall alter and amend any other written or oral agreement of the Parties as needed to comply with the terms and conditions herein.
18. This Agreement may not be modified or amended without the consent of all persons who are a Party to this Agreement.

19. This Agreement may be executed in any number of counterparts and any Party hereto may execute any such counterpart, each of which when executed and delivered shall be deemed to be an original and all of which counterparts when taken together shall constitute but one and the same instrument. This Agreement shall become binding when all counterparts taken together shall have been executed and delivered by the Parties.
20. The signatory for each Party warrants that they have the authority and the right to execute this Agreement on behalf of their respective Party.
In witness whereof, each of the parties hereto has caused this Agreement to be executed by its duly authorized Agent as of that date set below their signature.

Policies and Procedures
October, 2007
1. ACT! for America Local Chapters should strive to be informed and professional in the implementation of projects and activities. It is common in the world of cyberspace for people to act maliciously, speak slanderously, and use profanity. ACT! for America believes that we can firmly, passionately and aggressively advance the truth about Islamofascism without resorting to tactics that demean us.
2. ACT! for America Local Chapters are encouraged to inform ACT! for America about news items and local activities that illustrate the growing threat of Islamofascism or "political correctness" that aids and abets that threat.
3. Suggested Projects for Local Chapters.
Good projects advance the mission of the organization and help build the organization. Good projects create scenarios where you win even if you lose. For instance, a lobbying effort that does not succeed in changing the mind of an elected official, but brings 50 more people into the Local Chapter, is a win. The Local Chapter is now stronger for the next fight.
This is why it‟s important to make wise decisions regarding which battles to fight and thus which projects to undertake. While there may be a time to fight a battle over principles, even if it‟s a losing cause, and even if it does nothing to build the organization, such battles are the exception, not the rule. Before choosing a battle to fight and thus a project to undertake, ask two questions. First, does this project help advance the mission of ACT! for America, and second, does it help you build your Local Chapter and the national ACT! for America organization?
With that in mind, here‟s a sample list of projects we suggest your Local Chapter could choose to engage in. We encourage you to come up with other ideas and projects for your chapter.
Conduct a boycott of a local business that promotes pro-Islamist bias or political correctness when it comes to the threat of Islamofascism.
Arrange meetings with federal, state and local elected officials in your area to acquaint them with ACT! for America and who the Local Chapter members are.
Lobby elected officials on proposed legislation. This effort could include a phone call and email campaign, circulation of petitions, and meetings with the elected officials.
Distribute authorized ACT! for America materials, such as voter education pamphlets prior to an election that publicize where candidates stand on issues of importance to us.

Distribute factual information regarding statements and activities of Islamic militants.
Schedule a local town hall meeting, publicize it, and invite elected officials to come answer questions from those who attend.
Use emails and word of mouth to encourage people to sign a national ACT! for America petition.
Participate in a national ACT! for America lobbying effort, such as a letter-writing and email campaign calling on Congress to take a particular action.
Host speakers on topics of interest to ACT! for America and invite the public.
Review course offerings and textbooks in elementary and secondary schools and colleges in your area. Identify instances of anti-American, anti-Israel and pro-Islamist bias and bring these to the attention of the appropriate authorities. Conduct a letter to the editor campaign exposing this bias, if necessary.

http://www.historytextbooks.org/islam.htm. Here you can find reviews of different textbooks that reveal the distortions, whitewashing and pro-Islamic bias that is becoming increasingly prevalent in these books.
4. ACT! for America Priority Projects .
We at ACT! for America have identified a number of "Priority Projects" that we believe will advance the mission of ACT! for America as we strive to impact public policy and build the most formidable grassroots citizen action network in the country. We encourage each Local Chapter to participate in these projects.
Conducting the Citizens in Action grassroots training seminars across the country. Equipping and empowering you, your chapter members, and other concerned citizens is a high priority for ACT! for America. We want to give you the tools to help you be successful. We will be scheduling training seminars around the country. Some will be conducted live by ACT! for America leaders; others will be conducted through DVD presentations. This seminar will be a valuable resource for your Local Chapter.
Direct people to the ACT! for America congressional scorecard on our website: www.actforamerica.org It is very common for elected representatives, especially those at the federal level, to say one thing back home and vote differently when they are in session. ACT! for America will identify key bills, research

congressional votes on those bills, and provide you with scorecards that can be distributed far and wide. By bringing this kind of transparency to government we will encourage our elected representatives to do the right thing.
Direct people to the ACT! for America voter information pamphlet on our website: www.actforamerica.org This will be available during October, 2008, prior to the national election. It will document voting records, public positions, and responses to the ACT! for America candidate survey on issues of importance, of candidates running for President, the U.S. Senate and the U.S. House of Representatives. Voters everywhere will get to see how these candidates really feel and act on the issues we are concerned about.
Establish college chapters of ACT! for America. In communities where colleges or universities exist, we will encourage the Local Chapter to monitor courses and curriculum that are offered, and look for college students who share ACT! for America‟s mission and would like to form a college chapter to expose anti-American, anti-Israel, anti-Semitic, and pro-Islamist bias.
Arrange a meeting with area Members of Congress and, if possible, one or both U. S. Senators. The leadership of the chapter is encouraged to contact their House Member (or Members, if there are more than one in the area), and their Senators, and ask for a meeting. At this meeting the chapter leadership can introduce ACT! for America, discuss our goals and concerns, tell them about the congressional scorecards and voter information pamphlets we will be publishing, and give them information, such as Brigitte‟s book.
5. Communicating With The National Organization And Other Chapters.
It is the goal of ACT! for America to do everything we can to facilitate communication at the grassroots level and between us and you at the grassroots. At the same time, we want to protect your privacy. In order to meet both of these goals, we have established communication protocols as follows.
Posting chapter leader information on our website.
It is important that we post information on our website that will allow people to find chapters and chapter leaders in their areas. We want to point people in your direction when they are looking to get involved.
Some organizations list people‟s names, addresses and phone numbers on their site. Out of respect for your privacy we will not do that.
We will list only your city or town and an email address, unless you ask us to do something different. We suggest that you create an email address just for ACT! for America activities. In this way your personal email address will not be posted on our website. ©2010 17
By posting your city or town and ACT! for America email address, we provide people information so they can reach you, while at the same time respecting your privacy. This facilitates chapter to chapter communication, and connects you with people in your area who visit our website and want to get involved in a Local Chapter.

Tips For Building Your Local Chapter
A common question we receive is, "How do we get this chapter started?". Our first response is this: "Don‟t over complicate it."
Starting any project like this entails following a few simple steps.
The first is, identify people you know who might be interested. In other words, start with your "sphere of influence." Email everyone you know in your area and invite them to a meeting at your home to see a video such as "Obsession" or "Jihad in America," or one of the resources we make available on either the ACT! for America or American Congress for Truth websites.
Trust me - if they come, this will get their attention.
Next, sign them up and make sure they sign up with us at the ACT! for America website, either as a recipient of the email alerts or as a Contributing Member, or both.
Next, ask them to forward the emails they receive from us (and you) to people they know. Now you‟re accessing their "spheres of influence."
Then, look for an appropriate action project to undertake. It could be an action project we launch, such as a petition campaign. Or it could be an issue in your local area. (This chapter starter packet has a list of suggested projects.)
Then, keep in mind these tips:
1. Build a core of committed supporters.
These are the people you can count on to help out when needed. A chapter leader with just three or four committed supporters can accomplish a lot.
Here‟s a good way to quickly sort through many people and find your core group of supporters:
a. Write an introductory letter (see sample, page 38) explaining why you have decided to become involved in ACT! for America and send it out to your entire email contact list.
b. Include a link to Brigitte Gabriel‟s introductory video clip explaining why it is so important that we take action now. Welcome to ACT! for America
c. Ask each person for your help in making the new chapter a success.
d. For every person who wants to help you, send a similar email out to their entire contact list as well. You will have people on your list who live far from you. As they show interest, connect them with a local chapter in their area, if possible. We grow exponentially when this process is carried out on a national basis!
e. In this way, you can quickly find a small core group of volunteers and hundreds of names on your email list. Make sure you get someone‟s

permission in order to continue to send them vital news and developments by email. Always BCC (blind carbon copy) your list when you send it out to protect their security and identity. Send out no more than approximately 20 to 25 emails at a time to avoid spamming issues.
f. Remember that you don‟t have to bat a thousand here! You don‟t have to convince everyone of the need to get involved. All you need to do is to find the people who already agree with you and just didn‟t know about ACT! for America yet. One million people nationwide are more than enough to shake Washington DC to its core. The organized win.
2. Always collect names.
Every email you send, every meeting you have, every event you put together, always, always, always collect names and contact information of people who are interested in your chapter activities. You‟ll be amazed at how rapidly your chapter numbers will grow if you are diligent in doing this. Make sure they are signing on to our websites for our email updates and national projects.
3. Use technology wisely.
Go to the ACT (www.americancongressfortruth.org) and ACT! for America (www.actforamerica.org) websites frequently for updates, alerts, and other information you can pass on to others, so you can keep your message to others fresh. Encourage members of your Local Chapter to do the same. The ACT! for America website is the online "hub" for the national organization.
Expand your reach using email and other forms of viral marketing. Utilize groups, bulletin boards and chat rooms, such as those available through Yahoo and other providers, to communicate with local chapter members and others in your area.
If you discover a new tool or technology that simplifies the process of better security, better time management, better communication techniques, etc, please forward it to us! We are always on the lookout for better tech tools. kcook@actforamerica.org
4. Help people feel part of something bigger than themselves.
There are many people who are concerned about the issues we in ACT! for America are concerned about, but they feel powerless to do anything. Connecting them to your chapter AND to the ACT! for America national organization (such as through the website) assures them they are not alone and thus not powerless. This is an absolutely essential element in building a successful organization. People want to be part of something bigger than themselves, something that is actually making a difference, so that they feel they are making a difference.
5. Plan your initial chapter organizational meeting

The purpose of your initial meeting should be to introduce yourself as their new leader, to get to know your volunteers, for everyone to familiarize themselves with their new team mates, and to establish your set of objectives.
Remember that we are non-sectarian and non-partisan! Our volunteers come from all walks of life, faiths, party lines, cultures, and demographics. ACT! for America‟s vision addresses all Americans.
Please do not assume that every member in your group subscribes to all your stands on the issues. Please focus only on national security and the threat of radical Islam! Avoid discussing other issues. National security and threat of radical Islam is what is bringing us together, so let's make sure we focus on that only.
It is important, as a leader, to ensure a team spirit is met and embrace this incredible opportunity to build bridges which will directly impact your area to the extent that you are able to collaborate effectively with one another regardless of personal history.
a. Carefully analyze all the potential projects and ideas we have provided you. (Please refer to our Suggested Projects for Local Chapters in the Policies and Procedures Section of this Startup Packet.) Which ones can you reasonably tackle? Which should be saved until your chapter grows more?
b. Analyze the strengths and interests of your core members. What ideas that we mention would your group excel at? How do you want to assign specific responsibilities to individual volunteers?
c. Assign "mapping" responsibilities.
By being the eyes and ears for our organization and picking up what's going on in the critical institutions of influence and power in your area, we will then be in the position to use our feet to address the problems or opportunities as they arise. Mapping (which is spelled out in detail below) is the key to intelligently playing offense and defense in your area!
Gathering good intelligence is so important. We highly encourage you to observe the institutions of influence in your community.
For example, even though this info didn‟t technically come from a chapter mapping effort, we learned that Tyson Foods had eliminated a national holiday and substituted an Islamic holiday in its place at one of its Kentucky plants. ACT! for America members responded forcefully with calls and emails to Tyson which resulted in the company reversing its position!
What would have happened if we hadn‟t learned of the development at Tyson? If our intelligence gathering omitted what was going on there? The ©2010 23
company‟s capitulation to political correctness and Islamic coercion would still be in place.
When our chapters are consistently gathering reliable information, this successful scenario can be played out at the local level over and over again. Will we notice what‟s going on and respond? Or will we fail to see the steady erosion occurring in our institutions of influence?
Mapping is literally the careful observation by chapter members of the various institutions of power in your community. Here are the major possibilities to assign your chapter members to observe and track:
-Colleges: This is a great opportunity for 2 or 3 retired folks in the chapter to "go back to school"! Typically, tuition is very reasonable or even free for residents over 55.
Select a few courses / professors that would have a likelihood of presenting biased viewpoints regarding Islamic Jihad, immigration, terrorism, etc.
Here are two highly suspect departments you will specifically want to sign up for:
The Political Science Department and the Middle East Study Department (and other related courses). These two departments have a real likelihood of being funded by the Saudis and will have professors who are generally anti-America and anti-Israel.
-K-12 Schools: Oftentimes, the curriculum the district selects is the key here. Ask to review the text books of courses likely to promote bias.
It will be best to select parents who have children in the particular school. Join the PTA in order to meet the teachers who are going to open up to you and tell you what is being taught. They will give you the books that teach bias so that you can check them out. Also volunteer in the classroom especially if you have a child there so that you can monitor the lessons.
Make sure you look at your child's homework -- especially in the social studies and history courses. Make copies of any homework that is biased and untrue so that it can be used as evidence later with elected officials.
Make sure you identify other parents in your child's school who are aware of what is happening (if they are not, you should make them aware of the problem) and ask them to do the same. Then schedule a meeting with your school board and present the homework to them as evidence. Share your concerns and ask these elected officials to do something about it.
-Mosques: Check to see who holds the title to the local mosque.
You can do this by going to the property division of the Assessor‟s office in your local county court house. Title holders to property are public record. ©2010 24
Simply give them the address to the property and they will supply you with the owner‟s name. This can often be done with a phone call to the county court house as well.
If title is held by a Saudi business entity, the local authorities (police and FBI) need to know this fact. This connection highly increases the chances of jihadist materials being given out.
-Madrassas / Islamic Schools: The Saudis are building madrassas around the world at an alarming rate. If there is one in your area, this school needs to get your chapter‟s full attention. The chances of jihadist teaching and materials existing in a U.S. madrassa are startling high.
Try to talk with any non-muslim faculty. (If there are any!) Get a feel for what is being taught. See if you can obtain copies of their textbooks.
Check to see who owns the facility (see the title search process above in the Mosques section.) Often, a school facility will be leased to them by the actual owner of the facility.
For those schools where there are examples of extremist materials or teaching, bring pressure on the property owner not to renew the lease. Sometimes this owner will be an individual, but often it will be local county government. If the county commissioners sense that this is developing into a highly controversial lease situation, the liability picture alone could swing their decision to drop the lease.
-Media: The local TV, radio and newspapers all need our attention. Their ability to get the news right seems to decrease every year. Assign chapter members to quickly respond with call-ins or letters to the editor when any statement of bias is represented as news. 3 or 4 well written letters to the editor carry tremendous weight.
A letter to the editor campaign is simple to do. Determine your best writer(s) in your chapter. Have them write a template letter regarding the issue at hand. Put this letter on an editable word document. Forward (by email) this template letter to all who want to submit a letter. Each person should then use this template to write the letter into their own words / personality and submit it to the local paper. 5 or 6 letters on the same topic with the same position represent a groundswell of support in the typical city or town paper.
-Identify all Mainstream / Evangelical Churches and Jewish Temples / Synagogues: Create a database for all the churches and temples in your area. ©2010 25
We have found that, in general, mainstream churches are very much to the left on the national security issue and evangelicals are mostly in-line with our thinking when it comes to the national security of America and Israel.
Evangelicals usually do realize that we have a problem and that we need to support a strong military and defense.
The same dynamic exists with Jewish temples. We have experienced that, generally speaking, reform temples are more to the left while conservative temples are usually more conservative regarding the national security of Israel and the U.S.
Time and space does not permit us to cover all the churches that could be in your area such as Catholic, Anglican, LDS and others. If they represent a major presence in your area, please map them as well.
Determine the following:
- Who is a good contact for that place of worship? Oftentimes it is not the pastor, priest or rabbi. It could be the concerned citizen in the group that everyone looks to for political or issue advice. Be sure to get their phone # and email address.
- What is the place of worship‟s overall stand on the issue of Islamic jihad in all its forms? Like any group, there will be a wide range of opinion here, but churches and synagogues definitely form a corporate culture over time on most issues.
- Are they a strong possibility for future support of our efforts?
- Create a relationship with this key person in as many places of worship as you can so that you can bring important developments to their attention.
-Work with current members of service clubs such as Rotary, Kiwanis & Lions Clubs
- Look for people who get involved in your chapter who are members of service clubs, such as Rotary, Kiwanis and Lions Clubs. Ask them to be on the lookout for speakers who have a pro-Islamist bias, or for activities that might indicate such. If, for instance, a local service club hosts a speaker who has a clear pro-Islamist bias, it would be appropriate for your chapter member who is part of that service club to ask for equal time for a speaker to present "the other side."

These clubs are always looking for good material to present! Schedule a showing of Brigitte‟s DVD, Obsession or 3rd Jihad. Most clubs will have access to a DVD projector with speakers or a big screen TV with a DVD player.
By being the eyes and ears for our organization and picking up what's going on in these critical areas of influence and power, we will then be in the position to use our feet to address the problems or opportunities as they arise. Unless we know, we can't respond. Unless we know, we can't prioritize our action steps! Mapping is the key to intelligently playing offense and defense in your area!
d. Assign a person or team to be your chapter's liaison to your local elected officials.
-Research who is already on board with our concerns and those who are not.
-Find out their hot button issues that motivate them to hold office. Why are they serving? Who are they truly serving?
-Create a relationship with them. Get to know them so that when you need their attention on a critical piece of legislation, you've already established a relationship bridge with them.
-Never underestimate the power of getting to know the staff at a legislative or congressional office! They know how to get their boss‟s attention better than anyone. Bring them on your team and your chances for a good partnership with this particular legislator just took a large leap forward.
-Keep your eyes and ears tuned to potential open seats coming available in the next election.
6. Bring people together for a meeting when there‟s something really important to do.
There are two extremes to avoid in volunteer organizations - meeting too often and never meeting at all. A sure way to scare people away is to "meeting" people to death. But even in an age of instantaneous electronic communication, there is a need for person-to-person interaction. Ask anyone who‟s volunteered in a political campaign and they‟ll tell you there‟s something very motivating and gratifying about coming together with others to work toward a common goal.
7. Respect people‟s time.

Give people enough advance notice if you need their help. Don‟t ask people to do busywork tasks in the name of "doing something" for the chapter.
8. Respect people‟s talents.
Some people love "people" projects; others don‟t. Some people would rather work on a project with a group; others don‟t. Find what motivates each person in your chapter, and what they are talented at doing, and you‟ll be better able to steer them towards tasks and projects they both enjoy and are good at.
9. Lead by example.
Remember this: Twenty to twenty-five people, working together to achieve common goals, can change the direction of politics of the average-sized city or county.
Put a core team together; build it into a chapter of several hundred people who are tapped into your emails and the ACT and ACT! for America websites, and you WILL make a positive difference. ©2010 28

Frequently Asked Questions and Talking Points
Why do we frequently refer to militant Islam as "Islamofascism?"
Islam is as much a political ideology as a religious belief. As an ideology it is very authoritarian, which is why governments and other social structures that subscribe to Islamic law, known as "shariah", are very authoritarian. What‟s more, militant Islam has always been a religion of conquest, force and subjugation. Ultimate victory in Islamic Jihad, or "holy war", is the creation of a worldwide Caliphate ruled by a strong Emir or leader. Its authoritarian nature, its political ideology, and its reliance on force and conquest qualify militant Islam to be termed "fascistic."
Isn‟t Islam a religion of peace?
While there are hundreds of millions of Muslims who are peaceful, Islam historically has not been a religion of peace. It has been a religion of violence, war, conquest and force. Even the name, "Islam", means „submission‟ in Arabic. And while there are verses in the Quran about peace, there are overriding verses in the Quran and in the Hadiths, or alleged sayings of Muhammed, about the imperative of waging war against all unbelievers, or "infidels." Infidels who resist conversion to Islam are either to be killed or subjugated and ruled as "dhimmis", second class citizens with few rights who must pay an annual poll tax, the "jizyah." In fact, a major driving force behind modern militant Islam has been a call to return to the "pure Islam" of the prophet Muhammed. Radicals such as Sayyed Qutub, an Egyptian fundamentalist Islamic scholar hung by President Gamal Abdel Nasser in 1966, who influenced Osama bin Laden, believed that the Quran is the constitution revealed by God to regulate all human actions in every conceivable situation. The Quran proclaims that accepting Islam means submission to strict Islamic law, Shariah, and the denial of all other laws. Qutub believed that Islam became weak in the 20th century because most Muslims, due to Western influences, abandoned the pure Islam of Muhammed, an Islam whose central tenets include jihad as a means to advance Islam.
What about the Crusades? Weren‟t the Christian crusaders violent and brutal religious soldiers who slaughtered Muslims throughout the Middle East?
This is one of the more glaring rewrites of history. While of course there were Christian Crusaders who were cruel, committing pogroms against Jews in Europe and raping and pillaging Byzantium Constantinople, the Crusades themselves were a defensive counterattack against the brutal offensive onslaught of Muslim armies in the Middle East. Islam had been on the march for four centuries. These Muslim armies and fleets in the Mediterranean conquered Arabia, North Africa and southern Spain; invaded France; ruled Sicily; extracted "jizya" ( poll taxes); and enslaved pilgrims and much of the Middle East. The First Crusade was launched in 1095 by Pope Urban II with the ©2010 30
goals of liberating Jerusalem and the Holy Land from Muslims and freeing the Eastern Christians from Muslim rule. The Crusades were a response to the forceful advance of Islam in the Middle East. There would have been no major war in the Middle East between Christians and Muslims were it not for the attack by Muslims on Christians and Jews throughout the Middle East.
I‟ve heard that "jihad" means "personal struggle", not "holy war." Is this true?
No. While there are those Muslims who interpret "jihad" as "personal struggle," the weight of Quranic teaching, coupled with Islamic law, make it clear that "jihad" is the call to holy war to advance Islam through whatever means necessary, including force, conquest and subjugation. Those living under Islamic rule then have three choices:
(1) conversion to Islam;
(2) accepting the status of the "dhimmi", which in Islam is a lowly second-class
citizen with few rights who is obliged to pay the "jizya", the annual poll tax for
the "right" to live as an "infidel" in an Islamic society;
(3) death.
You said "jihad" is a call to advance Islam by any means necessary. Please elaborate.
Under Islam the world is divided into "Dar el Islam"-- the region conquered by Islam -- and "Dar el Harb"-- the region yet to be conquered by "Jihad". "Jihad" refers to the commitment of each Muslim to "holy war", the conquest of infidels (unbelievers). But there are other means of conquest as well. One such means is conducting "cultural „jihad,' " by infiltrating a society, and using its laws and tolerance to take it over from within. The Canons of Quranic Islam condone religiously sanctioned lying, or "taqqiyah" in Arabic, to trick and deceive infidels. They also condone the breaking of treaties and agreements entered into during a cease fire to allow for time to regroup and gather strength for the eventual conquest. It is essential to understand that under the Canons of Quranic Islam there are Muslims and there is everyone else -- unbelievers - who are inferior to Muslims and in fact are viewed as enemies of Islam. Therefore, imposing Islam on "infidels" in the name of Allah, by whatever means necessary, is a duty of the Muslim.
Why does Islam spawn so many suicide bombers?
Muslims are not assured of entering heaven - with one exception. In Islamic teaching martyrdom in the name of Allah is the one sure path to paradise. There is an historical precedent witnessed by the Venetian chronicler and traveler, Marco Polo, in 13th Century Damascus: Assassins, the Shia Muslim cultists who would attack prominent unbelievers and were then destroyed by rampaging crowds. ©2010 31
What are the most common counterpoints Muslims will make to these talking points?
First and foremost, remember that the Quran teaches Muslims that it is their duty to advance the cause of Islam by any means necessary, including lying and deception, because "infidels" are not worthy to be treated as Muslims should treat each other. So we shouldn‟t be surprised when Muslims try to deceive us about what their true intentions are. Therefore, arguments that dispute talking points such as these should be regarded with skepticism.
The most common arguments made by Muslims to try to counter talking points such as these are:
(1) We are intolerant and "Islamophobic".
(2) We are distorting the Quran.
(3) Only someone who reads Arabic can understand the Quran.
(4) Only when you approach the Koran in a "reverent" way can you understand the Quran.
Note this progression. The first line of defense is "shoot the messenger." If that line of defense is breached, then it‟s "only certain people can understand the Quran." If that line of defense is breached, then the messenger is discredited because he obviously didn‟t approach the Quran with "reverence."
This type of reasoning is no reasoning at all.
Islam has flourished in Third World countries where a lack of education limits the ability of the "common man" to read the complicated classical Arabic of the Quran and evaluate its truth claims. As Islam continues its march to the West, its claim to be "truth" will be subjected to a degree of scrutiny it is not accustomed to. This is why it is so important for Westerners to understand the true face and nature of Islam, especially radical militant Islam.
What about verses in the Quran that exhort Muslims to be peaceful and to co-exist with non-Muslims?
First, the number of verses that exhort violence, conquest, and the use of force against "infidels" far exceed the few verses that appeal to peace. Second, there is the Quranic "law of abrogation", which requires that verses that occur chronologically later in the Quran supersede earlier verses when a contradiction occurs. Most of the peaceful verses are earlier in the Quranic chronology, while most of the verses that appeal to violence, force and jihad, occur later. Thus, the call to force and violence supersedes the call to peace.
Why is a free and open society like America‟s especially vulnerable to the advance of Islamofascism?

Because we are a free and open society. Millions of people come and go from our society every year, and among those millions are people who want to see our way of life destroyed. A society that is closed and repressive is not so easily infiltrated. A society that is free and open invites conquering "from within," or jihad by other means. For instance, a Muslim Brotherhood master plan for conquering America from within was introduced into evidence during the trial of the Holy Land Foundation in September, 2007 in Dallas. This document details how militant Islamists should use our laws, our institutions, and our customs against us to infiltrate our society and thus further the spread of Islam. We are already seeing this happen as defenders and apologists for Islam use public relations campaigns, lawsuits, and other "peaceful" means to silence opposition and intimidate critics.
Why are there two organizations, one called "American Congress for Truth" and the other "ACT! for America"?
American Congress for Truth (ACT), the first organization Brigitte Gabriel founded and a "sister" organization to ACT! for America, is a 501(c)(3) non-profit organization. Its primary mission is conducting research and providing educational and informational materials to the public. Contributions to American Congress for Truth are tax-deductible. Under tax law, ACT can only devote an "insubstantial" amount of time and revenue to activities such as lobbying. Therefore, it was deemed necessary that ACT! for America be founded in order to accomplish the goal of having a grassroots citizen organization that would engage in activities such as lobbying and issues advocacy.
Should I open a new chapter with other existing local chapters in the area?
We would encourage you to link up with other chapters if they‟re fairly close geographically. However, there are no "territories" for chapters in ACT! for America. We will eventually have dozens of chapters in each large metropolitan area and several in each smaller city. Your chapter can be as small as you and a few friends or as large as thousands. Your growth is completely reliant on your ability to surround yourself with key people to help your reach out to others. If you feel comfortable forming a new chapter with other chapters in the local area, be sure to work closely with them. Every chapter leader has his or her own circle of influence. Work with people you‟re comfortable working with. By keeping it upbeat and fun, you‟ll still be making a difference in 5 to 10 years!
Don‟t be discouraged if you don‟t have a lot of people right off the bat. You only need a small percentage of the people you invite to join your efforts to be successful. The infrastructure you‟re building now will then be in place when pressing developments come along.
Can I ask for donations?
A local chapter cannot create a bank account in ACT! for America‟s name. The legal liabilities are just too vast to implement chapter bank accounts. You can however, informally pass the hat to cover costs for local projects. ©2010 33
We would encourage you to set a goal of finding at least 10 people in your chapter who are willing to give $20.00 per month to ACT! for America. We can only drive our national programs as far as the finances allow. It is primarily through monthly donations that we are able to sustain a long term effort to provide the organization the ability to take action when threatening developments cry for our attention. Twenty thousand people each giving $20 per month amounts to an annual budget of $4.8 million! When everyone does a little, we accomplish a lot! Can you imagine the successes we will have when this becomes a reality?
What about privacy and security implications for a chapter leader?
We are doing our best to help insure you are protected. The website gives only email addresses with city and state for chapter leaders. It is advised that every chapter operate all its chapter business with an email address that gives no clue of your personal identity. Let us know if you change your chapter email address for this or other reasons.
You need to be aware and use good judgment regarding your personal safety. We don‟t want you to be too concerned and fearful, thereby giving a victory of intimidation to our opponents. We‟ve seen no threats to date. It‟s highly unlikely that anything serious will occur at the chapter level. Some feel that there‟s a greater risk to each of us in not acting now. If we do nothing, we greatly heighten the risk of the entire nation‟s security over the next decade. Please count this cost before you start a chapter. The price is uncertain now, but it will be higher in the future if we do nothing.
Is it possible to be sued over my involvement as a chapter leader?
In our litigious day and age, anything is possible. Yes, it is a possibility, but we consider it an unlikely possibility. If it were to happen, we will evaluate on a case by case basis. If it‟s merely a classic intimidation lawsuit, we will go to the mat for you to help you. You need to be prudent! Use factual information! Use documented information!
The larger we get, the harder it‟s going to be for a group like CAIR to intimidate us like they intimidate isolated individuals. Do not ever slander individuals. If
there is a situation where you mention an individual, make sure the information is publically documented and accurate.
Generally speaking, it is best to focus on the overall problems we face.
If we allowed a chapter to be sued with an intimidation lawsuit and we don‟t do anything about it, it would send the wrong message. ACT! for America won‟t let that happen. Anti-SLAPP provisions in many state laws go after intimidation lawsuits. There are large penalties for being found guilty of simply intimidating someone into silence.
How do we link with other chapters and volunteers in our area?

We have a secured online forum for chapter leaders so they can exchange ideas and mentor each other. We provide this "back office" environment for chapter leaders to be able to freely ask questions and to allow more seasoned leadership to mentor and coach. If something‟s working in Jackson, Tennessee, we feel everyone ought to know about it! If you need encouraged or have a victory to share, let us know through this necessary forum!
How do we avoid being traced to our addresses?
Our Chino Valley Chapter has hosted several conferences featuring major speakers on this battle. To date, no major threats or incidents have occurred. This chapter in southern California is located around significant Islamic centers of activity. If they have had enjoyed the ability to operate without intimidation, we feel the average chapter in the U.S. will encounter a similar environment. There are no guarantees however!
Use an email address for just your chapter activities that gives no clue about your personal identity. Pay cash where possible on events related to your chapter.
The greater risk is to not do anything. However, to be forewarned is to be forearmed. Nothing in life is risk free.
Can I volunteer for a chapter not too far away at first, and then become a chapter leader later just to be trained better first?
Great idea. Use this as a real tool to transition you into an eventual chapter leader position.
What % of chapter efforts are online and what % are geographical?
Most chapters concentrate in a defined geographic area, but they also heavily rely on online tools to communicate.
Some chapters, however, operate solely online and literally stretch around the world with the various contacts and circles of influence the chapter leaders have.

Is there any minimum required number of people in my chapter?
No. Let it fit you and your goals. We want to make this as user friendly as possible. Some chapter leaders have more time and resources to devote than others. Please do not let a small amount of available time deter you from starting your chapter.
Is there a training program coming near me?

Yes! Please check the website: www.actforamerica.org for the latest updates on upcoming training sessions. We are focusing on regions where there is already considerable activity within the network of chapters. Our ability to fill the seats at a Citizens in Action Training Seminar comes only through a combination of on the ground invitation activity along with our emails and phone calls to our general members‟ list from the national office.
There are current plans as well to film the training at a film studio in the near future, make the DVD‟s available and to make training available online via webcasts to all chapters worldwide.
Is it better to start my chapter meetings in a more private setting and then progress to a library, etc.? Are we too exposed at a library?
If you have 3 or 4 people, start at a local restaurant (not at rush time). Each person will have their own sphere of influence. Enlighten them and in turn, they will enlighten others and soon, you‟ll have a viable chapter! Libraries are a great venue, however some charge for the room. Don‟t feel that you‟re isolated. More people than you realize think like you do on this issue!
Our 2008 national polling revealed that as many as 90% of voters feel the way we do about this threat depending on the specific issue being raised. They just haven‟t been introduced to positive action yet. Some will elect not to help you even though they agree with you. Some will join you!
On the Affiliation Agreement; the email address; Can it be my personal email address?
We recommend that you not use your personal email address. Set up a separate email address used exclusively for your chapter business that gives no clue to your personal identity. This will bring greater security for you and your extended family.
How do I recruit my initial group of people?
It‟s a process of continuing to cast out our nets by contacting everyone in your circle of influence through an introductory letter. (See sample at the end of Startup Packet.) Then tap into other people‟s circle of influence. Always use honey and not vinegar when you‟re dealing with people and their personalities. The difference in results we will achieve is stunning. Simply bring up this issue in your everyday discussions. Forward definitive emails. (Always using blind copies for your list and their security)
Can we put up a poster at a local store advertising our chapter meetings?
Sure, but it could attract some who want to detract from your goals. A better option is to announce your meeting through a local radio talk show that already agrees with sound national security policy. ©2010 36

I am embarking in a new leadership role, as Chapter Leader for ACT! For America, in the Denver, Colorado area and I would be honored to have each of you join with me in this mission.
The mission: ACT! for America is a non-profit issues advocacy organization dedicated to effectively organizing and mobilizing the most powerful grassroots citizen action network in America, committed to informed and coordinated civic action that will lead to public policies that promote America's national security and the defense of American democratic values against the assault of radical Islam.
Our Founder and President is Brigitte Gabriel. She is the author of 2 best sellers, Because They Hate: A Survivor of Islamic Terror Warns America; and They Must Be Stopped: Why We Must Defeat Radical Islam and How We Can Do It. Brigitte's personal life experience with Islamic terror is a wake-up call to every American. www.actforamerica.org) and read up on the reality that, in fact, Jihad has come to America and the stage is being set for a radical Islamist subversion of our country.
The truth about Islamic terrorism and jihad can be hard to find and understand. There are many reasons for this, such as the prevalence of "political correctness" in the media, politics and academia. In the eyes of many, it is just not politically correct to point out that there are hundreds of passages in the holy books of Islam that call for death and subjugation of unbelievers. It is just not politically correct to point out the history of Islamic conquest, and how 270 million people have died at the hands of Islam since the 7th century. .
Another reason many Americans do not understand the radical Islamic agenda is because the media keeps us a little confused by giving many different names to the same sources of terrorism, war and hate toward Israel and America. It may surprise you that all of the following names are essentially inspired from the same Islamic wellspring:

Jihad, Islamic terrorism, the Taliban, the PLO, "insurgents", al Qaeda, Hamas, Hezbollah, Muslim "extremists", and Islamofascism, just to name a few.
Americans have also heard that Islam is a religion of peace. Yes, there are hundreds of millions of peaceful Muslims. But the doctrines of Islam, as revealed in its three holy books (the Qur‟an, Hadith, and Sira), and the 14 century history of Islam, leave no doubt that Islam is not and has never been a religion of peace.
Here‟s just one example, a verse from the Qur‟an: "Fight them until all opposition ends and all submit to Allah". (Qur‟an 8:39). The doctrines of Islam, the history of Islam, and the writings of the most highly respected Islamic scholars throughout history, all lead to the same conclusion -- that Islam is destined by Allah to subjugate the entire world, through whatever means necessary, including force, and that Islamic law is destined to rule the world.
At first it may appear absurd to think that America could ever become a nation under Allah, governed by Islamic law. But consider what has happened in Great Britain over the past 30 years. Islamic sharia law and courts are now in place in several British cities. Polygamy has been legally approved to accommodate Muslim belief that men can have up to four wives. And the children of Muslim immigrants to Britain, those who have been born in Britain, are far more likely to be radical than their parents.
Who would have thought this could have happened in Britain in three decades? We seriously underestimate the threat if we assume this could never happen here.
What can we do to make a difference in our community? By joining me, in our first meeting, we will discuss 5 to 6 productive and educational ways to talk to people in our community and talk to our local elected officials.
